The tips up pattern has always been a favorite pattern for fishing flats between 2 and 4 feet in depth, but there were times where you need to the fly to get down a little further in the water column. By adding a wool head, the wooly tips up does exactly that while still maintaining that irresistible wobble on the rear hook.
